I argue that a new universal form of high energy density gluonic matter, the Color Glass Condensate, controls the average properties of hadronic collisions in the high energy limit. An understanding of the properties of this matter allows for a unified treament of deep inelastic inclusive and diffractive scattering, and pp, pA and AA collisions.
